Retiree Benefit Eligibility

​​CSEA 579: Article 19.6

19.6.1 Eligible early retirees and their eligible dependents may participate in active plans in accordance with the provisions of this Article until age 65. 

​19.6.2 When these retirees and the eligible dependents turn age 65 they will need to enroll in Medicare Parts A, B, & D at their own expense and may select one of the Group Medicare Insurance Plan options at the District’s expense. The District shall offer Group Medicare Insurance Plan options that provide at least the same benefit coverage/services, provider medical care access at a level equal to or better than that offered to active unit members. 

19.6.3 The District shall pay the health and dental (if dental is provided for retirees pursuant to the District's insurance contract) insurance premiums for retiring unit members and their eligible dependents, providing the following conditions are met: 

a. The unit member must have been employed as a salaried unit member for fifteen (15) or more years of service in the District. (See definition of salaried unit member in Article 1). 

b. Salaried unit members hired after July 1, 1986, shall receive retiree benefits to age seventy (70) only. Unit members hired on or prior to July 1, 1986, shall receive lifetime benefits (See section 19.6.2). 

​c. Salaried unit members fifty (50) years of age retiring with less than fifteen (15) years of salaried service but with ten (10) or more years of salaried service may participate in medical/dental benefits by paying their own premiums at the District rate.

 d. For salaried unit members hired after July 1, 1990, who subsequently qualify for the fifteen (15) year retiree service benefit, the District will provide the same contribution as provided for current unit members pursuant to Section 19.5.a of this Article. 

e. Surviving dependents may continue coverage at their own expense. 

​f. For the purposes of this section, retirement is defined as a unit member’s termination from full-time District employment which is concurrent with their retirement under PERS and/or STRS.​


CSEA 888: Article 11.8
11.8.1 For all contracted unit members retiring on or after May 31, 1986, with fifteen (15) or more years of continuous full-time service to the District, the District will provide the same medical coverage with the same District contribution as current full-time unit members until reaching age 65. 

When these retirees and their eligible dependents turn age 65, they will need to enroll in Medicare Part A, Part B, and Part D in order to remain on the District’s Plan at which time they will be provided a Group Medicare insurance plan that is designed to be comparable to the level provided to active unit members. The plan will be offered with the same District contribution as current full-time unit members and will be in effect until the retiree reaches the age of 70, after which such retirees may continue coverage at their own expense. 

11.8.2 For all contracted unit members retiring on or after July 1, 1992, with less than fifteen (15) years of continuous full-time service, but with ten (10) years or more of fulltime service, may participate in medical/dental benefits by paying their own premiums. 

When these retirees and their eligible dependents turn age 65, they will need to enroll in Medicare Part A, Part B, and Part D in order to remain on the District’s Plan at which time they will be provided a Group Medicare insurance plan that is designed to be comparable to the level provided to active unit members.

RETIREE COVERAGE For the purposes of this section, retirement is defined as a full-time unit member’s termination from full-time District employment which is concurrent with his/her retirement under STRS and/or PERS. 

5.4.1 District Contributions Retired full-time unit members and eligible dependents shall receive district-paid benefits in accordance with the current medical/dental plans based upon the following eligibility criteria: 

  • ​For full-time unit members whose first paid date of continuous full-time service contract service is prior to May 31, 1986, who have fifteen (15) years of service, the District will pay for the benefits described in 5.4.2 for life.
  • For full-time unit members whose first paid date of continuous full-time service contract service is on or after May 31, 1986, who subsequently qualify for the foregoing fifteen (15) year retiree service benefit, the District will pay for the benefits described in 5.4.2 until the retiree reaches age 70, after which such retirees may continue coverage at their own expense. 
  • Full-time unit members retiring on or after July 1, 1975, with less than fifteen (15) but with ten (10) or more years of continuous full-time service to the District may participate in medical/dental benefits by paying their own premiums. 
​5.4.2 Retiree Benefits Eligible retirees and their eligible dependents will receive the same medical coverage with the same District contribution as current full-time unit members until reaching age 65. Retired eligible full-time unit members and their eligible dependents age 65 and older will enroll in Medicare Part A, Part B, and Part D when eligible. 

The District will provide at no cost to eligible retirees a Group Medicare insurance plan that is designed to be comparable to the level provided to active unit members. 


5.4.3 Surviving Dependents Surviving dependents may continue coverage at their own expense.  

Management/Supervisory/Confidential: BP 7132

For the purposes of determining benefit eligibility under this policy, retirement is defined as a management employee’s termination from full-time District employment which is concurrent with their retirement under STRS and/or PERS. 

Retired management employees shall receive District-paid medical/dental benefits based upon the following eligibility criteria:  
  • ​Managers whose first date of full-time service was prior to May 31, 1986, shall receive the same District-paid medical insurance coverage as is provided to active management employees until that individual is eligible for Medicare. Once eligible for Medicare, the retired Managers shall enroll in Medicare Part A & B, be responsible for Medicare A, B & D premiums, and receive a District paid group Medicare insurance plan for life. 
  •  Managers whose first date of full-time service was on or after May 31, 1986, and who serve as a manager for at least fifteen (15) years shall receive the same District-paid medical insurance coverage as is provided to active management employees until that individual is eligible for Medicare. Once eligible for Medicare, the retired Managers shall enroll in Medicare Part A & B, be responsible for Medicare A, B & D premiums, and receive a District paid group Medicare insurance plan until age 70, after which such retirees may continue coverage at their own expense.   • Managers employed under individual administrative contracts retiring on or after July 1, 1975, with less than fifteen (15) but with five (5) or more years of service to the District may participate in medical/dental benefits by paying their own premiums until that individual is eligible for Medicare. Once eligible for Medicare, the retired Managers shall enroll in Medicare Part A & B, be responsible for Medicare A, B & D premiums, and may participate in medical/dental benefits by paying their own premiums.  
  • Surviving dependent spousal benefits will continue at District expense for administrators hired prior to July 1, 1989, and for supervisory/confidential employees hired prior to April 11, 2005.  
  • Surviving dependent spouses of those employees hired on or after these respective dates (and having five or more years of service with the District) may continue surviving dependent spousal benefits at their own expense.
