Candidate Bios
Dr. Marshall T. Fulbright III has more than 25 years of experience as an educator and transformational leader. Currently, he is the Vice President of Academic Affairs at Grossmont College (El Cajon), where he leads enrollment management efforts and diligently encourages innovativeness to support culturally-responsiveness. Dr. Fulbright actively works to ensure cross-divisional collaborations to support students holistically. Before this position, he served as an instructional Dean at Norco College and College of the Sequoias. Also, for 11 years, he was a Professor at Long Beach City College, but before that, he taught at the elementary and high school levels, starting his career at Irvine USD. For years, his commitment to diversity, equity, inclusion (DEI), and antiracism has been unwavering. Dr. Fulbright is a California Community College Curriculum Committee member and participated in its DEI workgroup, which recently released suggestions and guidelines for including DEI practices in the curriculum. He has successfully implemented statewide initiatives such as Guided Pathways, AB705, student-equity activities, and dual enrollment programs. Dr. Fulbright earned his Doctorate in Education from Azusa Pacific University, his Master's degree from UC Santa Barbara, and a Bachelor's degree from Chapman University. He currently resides in San Diego with his nine-year-old son, Moises.
Dr. Marsha Gable With over seven years of experience as a senior-level administrator, Dr. Marsha Gable has a deep background in community college leadership, with an equity-focused lens committed to student success. She currently serves as the Vice President of Student Services at Grossmont College. Her executive leadership experience includes being appointed as Interim President at both Grossmont College and San Diego Miramar College. Dr. Gable has also served as an adjunct faculty at the community college and the CSU level for 20 years. Within her senior- and executive-level roles, Dr. Gable has successfully led efforts related to participatory governance, Guided Pathways, strategic enrollment management, integrated planning, and developing a framework for the Grossmont College taskforce on anti-racism. Cumulatively, Dr. Gable has over 20 years of administrative experience within higher education. Dr. Gable holds a Doctor of Education degree in Educational Leadership with a specialization in community college leadership, as well as a BA in Social Sciences and MA in Sociological Practice. She is a leader who demonstrates a strong ethic of care through her core values, social justice foundation, and an unwavering commitment to student success and closing the completion gap.
Dr. Dina Humble is currently the Vice President of Instruction at San Bernardino Valley College, where she led the college to a successful reaffirmation of accreditation in 2020 as the Accreditation Liaison Officer.
Dr. Humble began her 24-year career in higher education as a faculty member in the Riverside Community College District. Upon transitioning from the classroom to administration in 2011, Dr. Humble served as Dean of Social Sciences and Arts at Long Beach City College and Dean of Academic Affairs at Anoka Technical College. She has been active statewide, serving on the California Community Colleges Chief Instructional Officers Board as the Vice President, co-chairing the Association for California Community College Administrators Mentor Program, and participating as a visiting team member for ACCJC.
In her various roles, Dr. Humble has fostered equitable environments while focusing on building cultures of inquiry, innovation, communication, and trust. She has been integral to nurturing partnerships with local K-12 school districts, industry and community leaders, and other institutions of higher education.
Dr. Humble holds an Ed.D. in Educational Leadership and Management from Capella University, a Master's in Music Education from the University of Northern Colorado, and two bachelor's degrees from the University of Minnesota.
Jeannie G. Kim. Ph.D A champion of socio-economic mobility and the building of cultural and social networks via higher education, Dr. Kim is dedicated to creating equitable systems by identifying and dismantling barriers and rebuilding the appropriate infrastructure that is necessary for historically underserved and underrepresented students, thrive.
Dr. Kim previously served as the Interim Vice Chancellor of Educational Services and Strategic Planning and currently serves as the Associate Vice Chancellor of Grants and Economic Development at Riverside Community College District.
Her 30+ years of experience as a leader and change agent in private and public institutions (UC, CSU, and CC) of higher education fuels her insights into how best to create communities of innovation within bureaucratic structures. She has a proven track record in succession planning, establishing organizational infrastructure, facilitating culture shifts, developing evaluation systems, as well as institutional and program operations. She is an expert in developing strategic partnerships; grant writing; program development & evaluation; research development; and all High Impact Practices from service-learning to undergraduate research.
Dr. Kim earned her PhD in higher education policy, evaluation and reform from Claremont Graduate University and her MA from CSUF and BA from UCLA, both in Cultural Anthropology with an emphasis on Asian-American Women.
Isabel de los Angeles O'Connor An immigrant from Spain and the first one in her family to attend college, Isabel earned a B.A. in Elementary Education from the University of Alicante. After learning English at Los Angeles City College, she obtained a B.A. at LMU and a Ph.D. in medieval history at U.C.L.A. Isabel served as Associate Professor and chair of History at IU South Bend.
In 2011, Isabel became Dean of Human Arts and Social Sciences at Cabrillo College where she oversaw the development of new programs to meet local workforce needs. Isabel secured grants from the Baskin Foundation and the Giannini Foundation to support the work of programs such as the Children's Center. She served on the Board of the Bay Area Public Safety Consortium.
Isabel has served as San Diego Mesa College's VP of Instruction since January 2019. She secured a Title III HSI STEM grant and an AANAPISI grant in 2021. Additionally, she has improved equity and access through curriculum development, pioneered professional development initiatives, such as the Curriculum Equity and Excellence Review Institute, and led the college's Mesa Pathways initiative. Isabel serves on the CCCCIO Board, the AB 1111 Taskforce, and the San Diego Hispanic Scholarship Fund Advisory Council.
Enrique Perez, J.D. was appointed Interim President of Santiago Canyon College (SCC) in July 2022. Reporting directly to the Chancellor of Rancho Santiago Community College District (RSCCD), his responsibilities include strategic planning, budget management, implementation of educational programs and student support services, fund development, and enhancement of partnerships with industry, government, community organizations, and K-12 and higher education partners.
Mr. Perez has over 22 years of experience in higher education having joined RSCCD in July 2000. He has served in several districtwide leadership roles, most recently as the district's Vice Chancellor of Educational Services where he worked with both SCC and Santa Ana College on strategic enrollment management, institutional effectiveness, planning and research, resource development, information technology, and governmental affairs at the local, state, and federal levels. Mr. Perez has worked in the community RSCCD serves for over 27 years and serves on various business and nonprofit boards which have strengthened RSCCD's relationships and partnerships in the community.
Mr. Perez earned a juris doctorate from Whittier Law School, a master's in Public Administration from California State University, Los Angeles, and a bachelor's in Political Science from the University of Southern California.
