Measure Q Citizens' Oversight Committee
Application Process
Background
Measure Q was approved by the electorate of the Santa Ana College Improvement District No. 1 of the Rancho Santiago Community College District on November 6, 2012. This measure authorizes Rancho Santiago Community College District (RSCCD) to issue up to $198 million in general obligation bonds to finance renovation, repair and construction at Santa Ana College. The Board of Trustees selects candidates to serve on the Citizens’ Oversight Committee to oversee the application of bond funds.
Representatives
The Citizens’ Oversight Committee must consist of:
- A Santa Ana College student enrolled and active in a community college support group, such as student government
- A member active in a business organization representing the business community located in the district
- A member active in a senior citizens’ organization
- A member active in a bona-fide taxpayers association
- A member active in a support organization for Santa Ana College, such as the foundation
- Six members of the community at-large
Qualifications & Term
Committee members must be at least 18 years of age and may not be an employee or official of the district nor a vendor, contractor or consultant of the RSCCD. All committee members serve in an uncompensated capacity for terms of two years and not exceeding three consecutive terms.
Responsibilities
Committee
members are asked to attend three to four meetings a year. Meetings last approximately one hour and are held at the district's headquarters. Meeting attendance is important, as no official business can be conducted without a quorum. The bylaws state that failure to attend two consecutive meetings may mean removal from the committee by the Board of Trustees.
Application Process
Any person interested in being appointed to the Measure Q Citizens’ Oversight Committee is asked to submit a completed application form and a letter of interest which includes a summary of qualifications and explanation of their interest in serving on the committee. Applications will be accepted until all committee positions are filled.

Appointment Process
RSCCD will identify appointees to the Citizens’ Oversight Committee using the following process:
Applications will be received until all committee positions are filled.
The Chancellor will review applications to assure adherence to qualification and representation and make recommendations to the Board of Trustees.
At a regularly scheduled public board meeting, the Board of Trustees will approve committee appointments.
