Cheng Yu Hou, Esq.
Vice Chancellor, Human Resources
Cheng Yu Hou (he/him) was appointed Vice Chancellor of Human Resources for the Rancho Santiago Community College District (RSCCD) in July 2021. In this role, Mr. Hou oversees all aspects of the district's People and Culture affairs.
His responsibilities include all areas of the district’s human resources and employer-employee relations which include labor negotiations, employee recruitment, selection and discipline, fringe benefit administration, and risk management. Mr. Hou also oversees the district’s Equal Employment Opportunity, Title IX and ADA/504 activities, executes board policy and regulations of the district, and provides leadership for district-wide professional development programs.
With an extensive background in higher education, Mr. Hou served as adjunct faculty in business/international law, human resources, and diversity/inclusion/equity/belonging at institutions such as Pepperdine University and the University of Southern California. Most recently he served as the Chief Human Resources Officer at San Mateo Community College School District and previously held the positions of Chief Diversity Officer for the County of Los Angeles Child Support Services and Chief Negotiator for the County of Los Angeles Chief Executive Office.
Among his prior work experience, he has held various roles with the AARP Foundation, Human Rights Watch, U.S. Equal Employment Opportunity Commission, U.S. Departments of Justice (U.S. Attorney's Office), Transportation (Pipeline and Hazardous Materials Safety Administration), and the Interior (National Park Service), U.S. Commissions on Civil Rights and International Religious Freedom, and the U.S. Federal Courts.
Mr. Hou holds a J.D. from the University of Cincinnati, a B.A. with a quintuple major from the University of California, San Diego and Associate Degrees from Cerritos College. He is also a member of the State Bar of California.
